All bottom-3 preferred countries, submitted by the owners, will be inactive for 24 hours. Other players can choose them now. Because 1 player didn’t voted this edition, 2 countries are already placed at 18th and 19th. (USA and Netherlands) In this case this player is not the owner these countries. So only the country which ended on the 17th place is a preferred country. This country be inactive for 24 hours. The players from countries at the top-10 are allowed to submit 2 songs next Edition.
